Chief U. Kelvin, the Immediate Past State Public Relations Officer (PRO), has officially assumed office as the new State Commander of the Anti-Cult Volunteer Corps (AVC), Delta State Command.

The historic handover ceremony took place in the early hours of Monday 23rd February, 2026 at the Nigeria Police Force, SACU office in Ibusa, Asaba the Capital of Delta state, and it saw in presence the outgoing State Commander, Comrade Smart Chijioke, members of the State Executive Council (EXCO), Zonal Commanders, Unit Commanders, and a broad representation of volunteers drawn from across the state.

Speaking during the ceremony, the outgoing commander commended the corps for maintaining discipline and unity throughout his tenure. He expressed confidence in Chief Kelvin’s capacity to build on existing achievements and steer the organization toward greater operational effectiveness.

Chief U. Kelvin, in his acceptance remarks, pledged to uphold the core values of the corps, emphasizing professionalism, collaboration with security agencies, and community-based intelligence gathering as key pillars of his administration. He assured members that his leadership would prioritize training, operational discipline, and stronger engagement with youths to curb cult-related activities across the state.

Members of the State EXCO and other commanders present at the event described the transition as a defining moment for the corps, noting that the new leadership comes at a critical time when coordinated grassroots efforts are needed to tackle insecurity.

Observers say the emergence of Chief Kelvin signals continuity and stability within the organization, given his previous role as State PRO and his familiarity with the operational framework of the corps.

As the ceremony concluded, volunteers reaffirmed their dedication to the corps’ guiding slogan:

“Anti-Cult! Justice for All!!”
